The Foundation for Rural Education and Development (FRED) is a 501(c)(3) charitable foundation located in Washington, D.C. and affiliated with the Organization for the Promotion and Advancement of Small Telecommunications Companies (OPASTCO). FRED's mission is to promote activities that improve rural educational, social and economic conditions. Millry Communications is an (OPASTCO) member company.

Through the FRED Scholarship Program, Technology Grants for rural schools, Ethyl Grants for community development and the Teacher of the Year program, more than $180,000 in funds are awarded each year to rural students, residents and communities in OPASTCO members' service areas. In addition, each year 15 rural students are selected to participate in the Leadership Through Learning Youth Program, an all-expense-paid trip to Washington, D.C. to learn about the federal government and the telecommunications industry. Scholarships are funded by a Scholarship Endowment Fund that was established in 1992 and the Annual Giving Campaign. Corporate sponsors provide funding for other FRED programs.
